Studying in Canada is expensive and at the same time rewarding. The budget for a Canadian study depends on the program you are going for and the province of study.
Tuition for a diploma and post graduate program ranges from $10,000 CAD to $18,000 CAD for one year. Most colleges in Ontario, British Columbia, Saskatchewan, Manitoba have high tuition fees which ranges from $16,000  to $18,000 for two semesters ( one year).
Tuition for Masters and PhD programs ranges from $10,000 CAD to $80,000. It also depends on course of study, the province of study and the duration of study.
Diploma programs are 4 semesters (two years) while most post graduate programs are one year. However there are schools that organizes a two year post graduate program. Please note that it is always advisable to go for a two years program. This is for the purpose of getting a three years post graduate work permit. A one year certification program gets you a one year work permit which is never enough to process a Permanent resident status after study.
